The private rented sector has the highest rates of fuel poverty in England. Improving energy efficiency and housing conditions in the sector is essential if the UK is to meet its net zero and fuel poverty obligations. Yet the sector also has numerous entrenched challenges that impede energy efficiency retrofitting, particularly affecting some of the most vulnerable and marginalised people in society.
