The Covenant of Mayors (CoM) is the largest movement of local climate and energy action in the world. It gathers more than 10.000 municipal boards and their mayors from around the world in combating our climate challenges. Since 2015, the commitments to the Covenant of Mayors has been divided into three pillars:
- Mitigation to climate change through energy efficiency and renewable energy action
- Adaptation to climate change through actions ensuring municipalities are more resilient to the changing climate
- Access to Energy, which in an EU context is directly translated to Energy Poverty.
When signing the Covenant of Mayors municipalities are therefore taking a political decision to take action against energy poverty.
The Energy Poverty Advisory Hub (EPAH) will provide guidance and to the Signatories of the Covenant of Mayors to succeed in combating energy poverty at a local level and reach their goals set when signing the Covenant of Mayors.
The Covenant of Mayors and EPAH have joined forces to develop a methodology for 1) diagnosing, 2) planning and 3) implementing actions to tackle energy poverty. The first step has already been taken with an ongoing development of energy poverty indicatorsand a reporting template to ensure local informed-based decisions. The indicators are a useful tool for diagnosing the nature of energy poverty in your municipality. In the coming years, EPAH will continue providing learning material, online courses, events, and direct support within this framework to empower local authorities to take the next step in tackling energy poverty.
