Understanding energy poverty across the European Union requires looking beyond aggregate statistics to consider the distinct national contexts, policies, and governance structures that shape how each Member State defines, measures, and tackles the problem. EPAH has developed 27 Country Fiches, one for each EU Member State. They offer a structured and comparable overview of where each country stands: from national definitions and key indicators to flagship policies and measures, illustrative practices, and the organisations driving change on the ground. Together, these fiches provide policymakers, researchers, and civil society with a practical reference point for cross-country learning, informed policy design, and evidence-based advocacy in the lead-up to the implementation of well-targeted policies to eradicate energy poverty.
