Expanding energy poverty measurement in the EU: Integrating new climate, health, and mobility indicators

This EPAH report explores how energy poverty can be measured more comprehensively by expanding and updating the indicators used across the EU.

As energy poverty increasingly intersects with climate change, public health, housing, and mobility, the report reviews the current EPAH indicators framework and identifies where existing measures can be strengthened. Drawing on updated Eurostat datasets alongside new sources such as EUROMOMO and Copernicus, it restructures several existing indicators and introduces new ones covering topics including summer heat, thermal stress, transport vulnerability, housing improvements, and excess mortality.

The result is a broader and more robust framework for monitoring energy poverty, helping policymakers better capture emerging vulnerabilities and support more targeted, evidence-based responses across diverse European contexts.
