Tackling energy poverty at the local level requires a wide range of expertise. The Energy Poverty Advisory Hub (EPAH) brings together five partner organisations from across Europe with the ambition to embrace the multi-sector dimension of energy. Additionally, EPAH is present in all 27 Member States represented by local antenna organisations.

Climate Alliance (lead partner)
Climate Alliance is the largest European city network dedicated to climate action and climate justice. With over 1800 members ranging from small rural towns to cities with populations in the millions, Climate Alliance works to combat climate change as a global challenge that requires local solutions. In the field of energy poverty, Climate Alliance leads the Energy Poverty Advisory Hub and the Covenant of Mayors energy poverty activities to ensure a great outreach through Europe and reach out to a large number of local actors; provide a unique bridge with the Covenant of Mayors Office; engage experts and identify innovative approaches through the several energy poverty projects in which the organisation is involved.
NOVA School of Science and Technology (FCT NOVA)
NOVA School of Science and Technology of NOVA University of Lisbon (FCT NOVA) is one of the most prestigious engineering and science public school in Portugal and Europe. The Center for Environmental and Sustainability Research is an excellent ranked research center focusing on science & innovation on the interaction between human and ecological systems for sustainable development, taking interdisciplinary and systemic approaches. EU mitigation and energy policies towards carbon neutrality and climate resilience are key research fields. The team is at the front line of energy poverty research at national and local level, based on analytical, technological and social extensive expertise, namely through training and stakeholders’ engagement with public and private organisations, knowledge disseminating, and dialogue between politics and science.
Ecoserveis is a non-profit organisation working on the energy challenges affecting society. For more than 15 years, Ecoserveis has been tackling energy poverty as practitioners, providing support and innovation in public services for an optimal response to energy poverty and delivering energy poverty projects to local authorities from small villages to big metropolitan areas. Within EPAH, Ecoserveis gives support to municipalities through the technical assistances on energy poverty.
AISFOR is an Italian knowledge and capacity building company established in Rome in January 2005. It is specialised in the green sector, carrying out socio-technical research and adult-vocational training initiatives.
In the last decade, AISFOR has focused its activities on energy efficiency, especially on energy poverty by participating in European working groups on energy poverty and contributing to deliver several European projects such as ASSIST, SMART-UP, COOLtoRISE and TIGER. On EPAH, AISFOR will contribute to all activities related to the initiative, in particular to the development of the online courses.
Akaryon is a software development and IT company specialised in environmental topics and research for sustainability in a local and international level. For more than 20 years, the Austrian based enterprise (SME) specialises in web-based/mobile applications with a focus on sustainability topics. CO2 calculators, energy simulations, data management and calculation of further ecological indicators, awareness building and training tools are part of the portfolio. To do so, the team combines knowledge in Mathematics, Statistics, ICT, environmental and economic informatics, didactics and further disciplines.

Austria - Klimabündnis Österreich GmbH
Climate Alliance Austria is a non-profit organization and the umbrella body for nine regional Climate Alliance associations. It runs Austria’s largest network for municipal climate action, supporting communities, schools, businesses, and faith-based institutions in implementing climate protection and adaptation measures. The organization engages in education, awareness-raising, and networking through events, workshops, and campaigns. In partnership with Indigenous organizations in the Amazon Basin, it also advocates for global climate justice and rainforest protection.
Bulgaria - CLEANTECH
Cleantech Bulgaria is a key driver of sustainable innovation and green transformation, supporting local and regional stakeholders in Bulgaria's transition to a low-carbon economy. The organization brings strong expertise in capacity building, stakeholder engagement, and the implementation of sustainability-focused projects. Through tailored support, knowledge exchange, and strategic guidance, it empowers municipalities and other actors to develop effective responses to energy poverty.

Croatia - DOOR (Society for Sustainable Development Design)
DOOR (Society for Sustainable Development Design) is a civil society organization founded in 2003. DOOR’s mission is the promotion of sustainable development principles in all segments of society, at the local, regional and national levels, primarily in the field of energy. DOOR aims to contribute to achieving a just and carbon-neutral society, adapted to unavoidable climate change, in which the public participates in delivering, monitoring, and evaluating public policies, and sustainable energy plays a crucial role in social, economic, and ecological development, ultimately reducing poverty.
DOOR operates within the three strategic areas: energy efficiency, renewable energy and climate change. In general, DOOR aims to contribute to achieving a low-carbon society, adapted to unavoidable climate change without energy poverty.
Cyprus - Cyprus Energy Agency (CEA)
CEA is an independent non-profit organisation with the vision to a just, inclusive and climate-resilient Cyprus, governed by the principles of sustainability. CEA is an information point for the local society, providing education and vocational training aiming to contribute actively to the conservation of resources, the protection of the environment, and the improvement of the quality of life. It collaborates with local, European, and international organisations, contributing to innovation, research, and sustainable development. CEA enhances the role of local authorities in sustainable energy planning, providing technical support for developing and implementing actions to mitigate and adapt to climate change. The organisation has been active on issues of Energy Poverty since 2014 with experience in energy renovation, technical assistance for RES and work on the intersection of energy poverty and disability.
Czech Republic - SEVEn
SEVEn, the Energy Efficiency Center is a not-for-profit organisation was established in 1990 and its main is: protecting the environment and promoting economic development through more efficient use of energy.
The organisation focuses on strategic studies, projects to lower energy intensity in the residential and tertiary sector, assessment of the relevant legislation, provision of services in the field of education, training, awareness and promotion in the field of energy savings. It also works on projects aimed at implementing specific energy-saving projects, including energy auditing, feasibility studies, energy performance contracting, and expert evaluations.
SEVEn customers and partners include public and private organisations, individual Czech ministries, international development organisations, private companies and firms, cities, municipalities and regions, energy companies, interest groups and other institutes and energy consumers.
Denmark - Energy Consulting Network
EC Network is a company specialised in energy and climate projects, with a focus on bridging EU and Danish national policies in practical terms. We offer expertise throughout all phases of energy and environmental projects, from strategic planning to implementation and commissioning of organisational and technical measures. We work with national, local, European, and international partners, contributing to research and sustainable development. A key part of our work involves engaging citizens and local stakeholders in sustainable energy planning and supporting actions on energy efficiency, building renovation, and climate change mitigation.
Estonia - Estonian Green movement
Estonian Green Movement-FoE (Eesti Roheline Liikumine) is a non-governmental, non-profit environmental organisation. It was founded in 1988 as one of the first environmental NGOs in Estonia.
Today EGM is one of the most influential environmental organisations in Estonia, raising environmental awareness among the public and urging the government for environmentally friendly policy. Its activities are carried out in three 3 areas: energy and climate, phosphorite and mineral resources, and economy and consumption. France - SERAFIN
Initiated by local authorities, third-party financing companies provide integrated solutions to homeowners and condominiums for their energy renovation projects. They joined forces with their partners in SERAFIN association.
SERAFIN objective is to contribute together to high-performance renovation of housing in France, making them available to all through adapted financing and carrying a national label, symbol of quality, commitment and trust.
This objective is carried through the set-up of Fideo, a new financing company that will be able to multiply SERAFIN's capacity to offer long-term financing that takes energy savings into account. In 2024, Fideo won the France 2030 call for projects.

The South East Energy Agency is a non-profit, independent energy agency working primarily in Carlow, Kilkenny, Wexford, and Waterford. The South East Energy Agency is leading the national fight against climate change. EU countries have agreed on a new 2030 Framework for climate and energy, including EU-wide targets and policy objectives for the period between 2020 and 2030. These targets aim to help us to achieve a more competitive, secure, and sustainable energy system and to meet our long-term 2050 greenhouse gas reductions target. The South East Energy Agency is committed to helping to achieve these challenging targets in Ireland ensuring that all citizens in the region will have simplified access to support to deep retrofit their homes (grants, advice, finance).

Luxembourg - Citizens for Ecological Living and Learning (CELL)
CELL is an eco-citizen movement whose mission is to imagine and implement concrete solutions to the climate crisis and the societal challenges it poses. Since its creation in 2010, CELL has created and supported ecological and social transition projects at the local or territorial level, such as community gardens, citizens’ assemblies, Repair Cafés, and energy cooperatives.

Poland - Polish Network "Energie Cités" (PNEC)
The Association of Municipalities Polish Network "Energie Cités" (PNEC) is a non-governmental, non-profit organization that has been cooperating with local governments since 1994 to shape a local low-carbon economy, promote energy efficiency and the use of renewable energy sources, as well as support environmental education and climate protection.
The network brings together numerous municipalities and cities across Poland that are leaders in sustainable development, along with supporting members from related sectors. PNEC is a collective member of the European network "Energy Cities", headquartered in France. Since 2009, the Association has also served as the first Polish Supporting Organization of the Covenant of Mayors initiative, assisting Polish signatories in achieving their goals and commitments.
Since the beginning of the Energy Poverty Advisory Hub (EPAH) in 2021, PNEC has been supporting municipalities and cities in tackling energy poverty. Since 2023, it has also been coordinating the activities of the European Commission’s Climate Pact initiative in Poland.

Romania - Asociația Reper21
REPER21 is an NGO created in 2006 which aims to promote sustainable development principles in Romanian society. For us, the understanding of the complex yet necessary interactions between social, economic and environmental issues are key in addressing our society's challenges related to energy, climate and poverty.
We have addressed energy and climate issues in over 100 educational initiatives and projects that we deployed in the last two decades, especially with teachers and citizens from vulnerable communities. We tackle especially the role of fossil fuels in climate change, the necessity of energy efficiency and sobriety actions and ecological injustice issues. Since 2023 we coordinate in Romania the activities of the EU Climate Pact, which strengthen our pillar of popular ecological education, especially in vulnerable communities (exposed to climate change risks, rroma, ex-mining ones).
Slovakia - Climate Needs You
Born as a grassroots initiative that launched a national petition to declare a climate emergency, supported by over 120,000 people, Klíma ťa potrebuje has evolved into a growing movement connecting dozens of active citizens across Slovak regions to raise awareness, promote local climate engagement, and advocate for systemic climate action. Our vision is a just, socially sensible and fair solution to the climate crisis, towards which we seek to educate, activate and engage people in just solutions and support the emergence of engaged local communities.
