The project focused on strengthening the municipality's internal capacity for energy poverty diagnosis. It aimed to help municipal staff and Process Energy Design Laboratory (PEDL) researchers identify an effective methodological approach using qualitative and quantitative indicators tailored to local needs.

Arezzo

The municipality aims to establish Renewable Energy Communities to support energy-poor households, using numerous properties and roofs. The project involves the municipal waste company for the installation of the plant, a service company for the management of the energy communities, and the municipal foundation ‘Arezzo Comunità’ for managing relations with citizens and the development of the networks.

The project aimed to formulate a strategy to address energy poverty through capacity-building activities, assistance in diagnosis, and the identification of potential future actions in the area.

Baix Empordà

The primary objective of the technical assistance is to optimise the management of energy poverty across different areas (Social Action, Energy Transition, Housing) within the Baix Empordà Council (CCBE). By assessing existing operating protocols, identifying strengths and weaknesses, and creating applicable protocols, the council aims to enhance assistance to diagnosed cases and better align with Covenant of Mayors commitments.

Baixa da Banheira and Vale da Amoreira

The municipality aim to address the impact of energy poverty on public health by identifying energy-poor individuals with local partners, identifying energy-poor individuals through doctors and nurses using consultation data, developing mitigation measures and collaborating with local partners and funding, integrating processes into routine practices and sharing insights with health centers and local governments.

Barreiro, Alcochete, Montijo and Moita

The objective of the technical assistance is to replicate and extend the successful "Transition Point" pilot project, initially implemented in Setúbal District, to other territories by improving thermal comfort and energy efficiency in homes.

Bucharest

The project focused on a diagnosis using quantitative and qualitative data, as requested by the Centre for the Study of Democracy and carried out by the 2nd District of the Bucharest Municipality. The municipality aimed for streamlined data and recommendations for targeted policies addressing energy poverty's root causes.

Bükkszentkereszt

Beneficiary: Bukkszentkereszt Municipality

Expert: ELTE University and Environmental Planning & Education Network (EPEN)

An extensive energy (poverty) mapping, conducted by the ELTE University and Environmental Planning & Education Network (EPEN) in 2021, showed that the heating equipment was outdated, and the energy consciousness of the inhabitants was low. The municipality aims to have a detailed development concept of the Local Energy Courtyard (LEC) associated with tailor-made public awareness-raising activities.

Bydgoszcz

Beneficiary: City of Bydgoszcz, 

Expert: Association of Municipalities Polish Network „Energie Cités”

The technical assistance aimed to mark the first step in addressing energy poverty in the city, through the assessment of legal foundations, household situations, at-risk profiles, resident initiatives, data gaps, methodology, stakeholder engagement, indicator identification, and data interoperability. Experts also provided recommendations for integrating energy poverty into local planning documents, including a SECAP.

Cádiz

The municipality aimed to assess energy poverty, evaluate the local Annual Energy Coverage aid, enhance the capacity of municipal staff to identify energy poverty, and facilitate the integration of measures and indicators for energy poverty into SECAPs.

Centro Region, Arganil

Beneficiary: Comissão de Coordenação e Desenvolvimento Regional do Centro - CCDRC, Municipality of Arganil

The municipality aims to develop a tool to identify and map energy poverty situations, identifying building typologies, and also defining and typifying energy efficiency solutions, to apply in other municipalities of the Centro Region of Portugal.

Cerdanya

Beneficiary: Cerdanya Municipality

The project set out to conduct a comprehensive energy poverty diagnosis using qualitative and quantitative methods, such as regional and national statistical data analysis, along with local sources.

The technical assistance aims to reinforce the transversality of the management and to have a consolidated strategy to fight against energy poverty integrating a prioritisation of actions with regard to the economic context.

Getafe

Beneficiaries: Getafe Municipality, Getafe Municipal Housing Company (EMSV-Getafe),

The project set out to reduce energy poverty throughout the process of creating a Local Energy Community (LEC) in Getafe city, while involving those in vulnerable situations. The LEC oversees the generation and consumption of energy produced by photovoltaic panels installed on the roof of the city council of Getafe for collective self-consumption.

Gironès region

Tthe city aims to support low-income households by encouraging their owners to renovate their houses. Through technical assistance, the aim is to define the number of households to be supported, identify new partners in the territory, specify a working method between all stakeholders involved and seek financial solutions.

Grevena

Over 9 months, guided by EPAH's expert, actions will assess energy poverty, aligned with the principles of a just transition. Steps include methodological formulation, data gathering, training for accurate data collection, informational events, and stakeholder meetings.

Hatvan

The city of Hatvan, dedicated to sustainable development as a Covenant of Mayors member and CEESEU project pilot partner, aims to develop a communication campaign about energy poverty. Leveraging the Social Signalling System (SSS) comprising diverse professionals, the municipality plans a 6-month targeted awareness campaign with three key target groups: SSS members, local schools, and the public.

Ishøj

The municipality needed support in developing and planning an awareness campaign that can give ethnic minorities affordable advice about possibilities of energy (and money) saving.

Józsefváros

Kato Pyrgos Tyllirias lacks energy-efficient infrastructure, impacting the 20% elderly population who face temperature extremes due to health conditions and limited knowledge. The local authority aims to address this, focusing on the elderly population to improve their thermal comfort and overall living conditions.
