At the Baix Empordà Council, three areas manage energy poverty: the Social Action Area provides direct assistance, the Regional Office for Energy Transition handles energy management and PAESC actions, and the Housing Area oversees building rehabilitation aid; while these areas collaborate, optimizing their communication and processes is essential to enhance service delivery to municipalities and citizens.
The objectives were to diagnose and enhance the energy poverty support system of the Baix Empordà Council by proposing improvements in internal operations, communication, training, and monitoring, while fostering collaboration among municipal and social entities. In addition, communication improvements to better utilise the council’s energy poverty services were proposed.
The activities focused on diagnosing energy poverty and developing an improvement plan, which included training for technical and political staff, creating a database for relevant indicators, and proposing operational enhancements for better service delivery. Key results included increased awareness and understanding of energy poverty, productive planning sessions that fostered trust, and plans for a public presentation to communicate the identified issues and proposed improvements to relevant stakeholders
