Policies and Measures
The Flemish government provides grants for social insulation projects for rental apartments. The grants cover roof, wall and window insulation. They are facilitated by a project promoter that manages discussions between the tenants and the landlord, and submits the application to the regional utility. The landlord cannot raise the rent as a result of the insulation improvements.
The measure brings together owner and tenant, improves living quality for tenant and adds value to property while protecting the tenant from rent increase after renovations. Eligibility criteria include entitlement to social tariffs, low-income households, renting through social rental office (but not living in social housing), tenants in debt mediation, maximum rent price etc.
The project promoter carries out the work and submits a report to Fluvius (Flemish utility provider) and gets the premium:
For social roof insulation projects: € 200 + € 20 per m².
For Social glazing projects: € 200 + € 85 per m².
For cavity wall insulation: € 200 + € 12 per m².
Additional costs are covered by the landlord.
