Metz - EPAH Technical Assistance

The Eurometropolis of Metz and the City of Metz, with the collaboration of GP Conseil and Gefosat, developed a technical assistance (TA) focused on defining a new energy poverty policy for the region.

The project's initial goal was to tackle personal data access and management for identifying energy-poor individuals and financing building renovations. However, after a diagnostic phase, the focus shifted to establishing a comprehensive policy involving energy, climate, housing, and social services. The aim has grown further so as to include providing operational recommendations and defining an approach for financing necessary human resources.

The TA resulted in engagement through interviews and a dedicated webinar to share information about energy poverty and to identify key targets for an energy poverty policy. The event targeted 55% of tenants, 31% below the poverty ratio. A briefing on financial tools for home renovations was delivered. Moreover, the project successfully identified key players in housing and social services and in providing operational recommendations on priorities, governance, and national mobilisation programmes.
