The measure established that Local Energy Agencies visit households to observe the building, equipment, the household's habits, etc. After the visit, the operator gives advices to the occupants, can install small equipment to save water and energy, help obtain financial aids for further renovations. Households are spotted by a network associated with FSL (fonds social logement). Households targeted are those where energy and water bills are high or where the indoor temperature is below the recommendations in winter. The programme is now (since 2018) registered in the SLIME network as a SDIME.
Budget: in 2018, €17500 and in 2019, €200 000 used to finance the visits (included the operators) and one responsible.
