EPAH Expands Efforts to Support Local Communities in Tackling Energy Poverty

EPAH 2 New Activities

The Energy Poverty Advisory Hub (EPAH) is entering a new phase with expanded activities aimed at empowering local communities across Europe. Over the next four years, EPAH will enhance its technical assistance, strengthen collaboration among stakeholders, and develop new tools to provide data-driven solutions for energy poverty.

What to expect from the next phase

A stronger support network for knowledge sharing

  • EPAH will foster greater collaboration between local communities, policymakers, and civil society to advance solutions for energy poverty.

  • Networking events, national-focused exchanges, high-level policy conferences, and thematic webinars to connect stakeholders.
  • Strengthened cooperation with EU, national and international stakeholders working on energy poverty to exchange and learn from each other through the establishment of a dedicated working group.
  • Continue developing the central website by adding new features that allow stakeholders to find easily the latest updates and policies and to share their publications, projects, events, and relevant news with the community.
  • Strengthened cooperation with the Covenant of Mayors (CoM) to integrate energy poverty strategies into local policies.

Developing data & knowledge to inform policy

To ensure decision-makers have access to reliable data and evidence-based solutions, EPAH will:

  • Publish reports analysing specific energy poverty issues across EU Member States, highlighting common challenges, innovative solutions, and practical tools for municipalities.

  • Guidelines will be developed to provide local authorities and communities with targeted, actionable strategies based on previous EPAH experiences and expert insights.
  • Development of national country fiches that will focus on socio-economic context, energy use, policies, key stakeholders, indicators, best practices, challenges, and relevant resources on energy poverty to track progress and inform targeted interventions.
  • Maintain and expand the EPAH Atlas, the repository of best practices tackling energy poverty.
  • Continuously update the energy poverty national indicators dashboard with the latest data but also with new indicators and user-friendly functions.

Increasing the capacity of local communities

By continuing providing technical assistance and tailored support, EPAH will empower local communities to take effective action.

  • Award technical assistance (TA) projects, including in communities most affected by energy poverty.

  • Develop methodologies to reach and support the most vulnerable populations
  • Offer training, workshops, and e-learning resources to help local community leaders design and implement energy poverty strategies

Driving impact across Europe

With these activities, EPAH aims to create systemic change by empowering local actors, fostering knowledge exchange, and shaping better policies to combat energy poverty.
