In July 2018, AMORCE responded to the call for a national program on Energy Saving Certificates (CEE) launched by the Ministry of Energy and Inclusive Transition by proposing the experiment "Territorial strategies for reducing energy poverty - Pacte -15%".
The aim of this experiment is to reduce energy poverty among households with modest resources through an experimental approach that reaches out to households living in thermal sieves to encourage them to carry out energy-saving work. This proactive approach aims to increase the number of energy renovation works and significantly reduce energy consumption. It is based on three pillars:
- Strengthen the identification of households by cross-referencing socio-technical data (income, energy consumption and annual bill, surface area of the home, etc.) in order to create a database of precarious households living in energy sieves
- Systematize home visits to assess the energy renovation operations to be carried out, identify similar situations (geographically and/or technically)
- Organize order groups for the completion of standardized work defined in advance with business groups - proposal of work at a lower cost and/or included in a turnkey approach.
The -15% Pact is not intended to finance the completion of the work.
