The Alba Iulia Municipality aimed to prepare the infrastructure for an one-stop shop (OSS) focused on citizen energy counseling. The assistance aimed to identify resources, develop internal operations, and design communication strategies, targeting energy-vulnerable groups such as women, Roma, and youth. The technical assistance aimed to enhance local capacity in Alba Iulia for addressing energy poverty by establishing an energyfocused one-stop-shop (OSS). It sought to align the municipality's efforts with the upcoming government decree on OSS and foster cooperation between the municipality and Alba County Council.
The technical assistance involved five key meetings with local and county representatives. Experts discussed the integration of energy poverty into the existing urbanism OSS or the creation of a dedicated OSS. These sessions focused on building coordination between the municipality and county, with training on best OSS practices and relevant policies. The intervention successfully increased Alba Iulia’s capacity to implement energy poverty measures. It fostered localgovernment collab ration and provided essential knowledge for future OSS setup, in alignment with the emerging legal framework. The May 2024 training solidified a roadmap for OSS implementation and coordination across local and county levels.
