The 2nd District City Hall of Bucharest Municipality, in collaboration with the Centre for the Study of Democracy, developed a technical assistance (TA) to assess and address energy poverty in the area. The goal was to develop evidence-based tools and knowledge for household-oriented policies and solutions.
The project focused on a diagnosis using quantitative and qualitative data, as requested by the Centre for the Study of Democracy and carried out by the 2nd District of the Bucharest Municipality. The municipality aimed for streamlined data and recommendations for targeted policies addressing energy poverty's root causes. The primary beneficiaries were vulnerable consumers, with the model and recommended strategies also applicable to other authorities and policymakers in various contexts.
The team generated 3 user-friendly datasets encompassing several data sources. Based on this data, they assessed the energy poverty situation in the area and developed a set of recommendations for single housing units and multi family building blocks. Moreover, the project offered support for the design of a one stop shop.
