Cádiz Municipality faces a unique energy challenge with its publicly-owned electricity company, Eléctrica de Cádiz. Due to Spanish regulations, residents with contracts from this company are not eligible for state energy poverty assistance. To address this, Cádiz introduced the Annual Energy Coverage (CEA) programme, ensuring dignified electricity access for vulnerable residents through a participatory process and energy-saving training. The municipality also invests significantly in energy access, implementing Shock Plans against Energy Poverty.
The municipality aimed to assess energy poverty, evaluate the local Annual Energy Coverage aid, enhance the capacity of municipal staff in identifying energy poverty, and facilitate the integration of measures and indicators for energy poverty into SECAPs.
The technical assistance included training municipal staff and stakeholders on energy poverty, conducting interviews and surveys with over 130 individuals experiencing energy poverty, analysing the effects of the Annual Energy Coverage, and formulating recommendations for the municipality's next steps in addressing energy poverty.
