Murcia - EPAH Technical Assistance

The Murcia City Council sought technical support, guided by the expertise of AEIOLuz. The technical assistance was a component of the City Council's ongoing efforts in tackling energy poverty along with local entities since 2017. The City Council, including the Murcia Local Agency for Energy and Climate Change, has been actively supporting the Energy Poverty group as part of the Covenant of Mayors for Climate & Energy (CoM).

The primary aim was to enhance the group's capacity to combat energy poverty in the city. Specific objectives included revitalising the local Energy Poverty Group, formulating an action plan, and implementing monitoring mechanisms with indicators to assess progress in addressing energy poverty.

The technical assistance reinvigorated the Energy Poverty Working Group, adjusted and prioritised measures in the Energy and Water Poverty plan, identified the CoM indicators, and secured commitment through a signed document. It also facilitated collaborative SWOT analysis, effective training, and used a questionnaire and materiality matrix for prioritisation. These activities, culminating in the action plan presentation to stakeholders, gained support and visibility for Murcia's ongoing fight against energy poverty, fostering shared priorities, improving stakeholder knowledge, and establishing a robust planning and monitoring methodology.
