The assistance focused on diagnosing energy poverty across the region and its fourteen municipalities. It also involved proposing specific recommendations to tackle this issue through regional public policies, including renewable energy generation projects.
The objectives were to define neighborhood-specific indicators of energy poverty, create a periodically updatable database, identify suitable municipal buildings for renewable energy generation for vulnerable households, conduct a social diagnosis of energy poverty in Pallars Jussà, establish recommendations based on the diagnosis, and facilitate knowledge transfer among stakeholders.
Activities included analysing regulatory contexts and data collection, resulting in a meeting with the Energy Transition Office, a synthesis of energy poverty regulations, and key indicators. An initial diagnosis was developed through data analysis and surveys, while qualitative fieldwork involved interviews with local actors to assess energy poverty management. Conclusions and recommendations were compiled into a report, followed by knowledge transfer activities such as an open institutional event and training sessions, effectively engaging stakeholders.
