The EUROPA project developed an energy efficiency subscription (a set of technical specifications, procedures and standard contractual arrangements) ensuring guaranteed energy savings from the deep renovation of residential buildings. This was coupled with a technical assistance service, in the form of a one stop shop, enabling coordination and support in the end-users investment journey.
With a budget of over 1 million euros, the objective was to deliver a one-stop shop that facilitated and enabled coordination of all stakeholders across the user journey in 5 different European countries. Led by the regional partners, the one-stop-shops enabled alignment and support of all stakeholders in the deep renovation process of residential building:
- Setting up one-stop-shops. EUROPA’s One-Stop-Shop approach entailed both a virtual and a physical place, where all information and services needed to implement a deep renovation project could be found. EUROPA’s one-stop shop covered the following services:
- Matchmaking service: matching users with the right service providers involved in the renovation process and with the right financial support schemes.
- Energy renovation financial planning: It offered tailor-made financing plans to help stakeholders reach deep renovation through energy as a service.
- Administrative support: Helped users overcome bureaucratic burdens.
- Defining an Energy Efficiency Subscription. An Energy Efficiency Subscription is a contract between homeowners and market operators. It enables all stakeholders involved in a deep renovation project to establish common standards and requirements for the deep energy renovation of residential buildings to guarantee accuracy and accountability, transparency and high quality. The Energy Efficiency Subscription was an integral part of the EUROPA one-stop-shop approach. Through specific requirements and standards, the Energy Efficiency Subscription defined the technical, financial and contractual details that must be implemented within the deep renovation process
Some concrete key performance indicators (KPIs) of the project include:
- Primary energy saved: 10 GWh renewable.
- Energy production: 2,5 GWh CO2.
- Emissions saved: 1759 tCO2 investment in energy efficiency: 37 M€.
