Analysis of EU and national level policies related to renovation and alleviating energy poverty

Details

Publication date
8 April 2025

Description

This new publication by the ComActivate project offers an in-depth analysis of EU and national policies addressing energy poverty and building renovation, with a focus on multi-family apartment buildings (MFABs) in Lithuania, Bulgaria, and Hungary – countries where energy poverty is particularly acute due to widespread inefficient housing stock.

The report examines how current EU directives, like the Energy Performance of Buildings Directive (EPBD) and Energy Efficiency Directive, shape national strategies by requiring Member States to prioritise renovations of the worst-performing homes. It also explores the role of resource centres and Neighbourhood Energy Sufficiency Roadmaps (NESRs) in supporting residents through local, integrated solutions.

This publication is aimed at policymakers across all levels and offers:

  • A comparative look at national and EU frameworks

  • Insights into practical implementation

  • Strategic recommendations to enhance the social impact of renovation policies
