The "Fundo Verde de Apoio às Famílias" (Green Fund to Support Families) is a financing programme launched by the municipality of Cascais (Portugal) to promote energy efficiency and home renovation projects. Beneficiaries can receive up to 10,000€ in incentives. Residents within the sixth tier of IRS (Portuguese income tax) are eligible to apply for funding or co-financing for improvements such as replacing inefficient windows or household appliances, installing photovoltaic panels for self-consumption, setting up solar thermal systems for water heating, applying thermal insulation, installing heat pumps, and more. The co-financing rates prioritize interventions focused on the building's passive components, with measures, such as insulation and window replacement receiving the highest support levels.
Vulnerable families in the first to fourth IRS tiers can access the Green Fund through a partnership with Private Social Solidarity Institutions (IPSS). This arrangement provides advance financing, which is higher and progressive for these groups: families in the first two tiers receive 100% co-financing, while those in the next two tiers receive 90%. Families in the fifth and sixth IRS tiers must apply directly to the municipality of Cascais by submitting the required documentation via the designated online platform. For these groups, financial support is provided as a reimbursement. To further assist residents, the municipality offers physical one-stop shops where residents can receive energy advice and support throughout the application process, helping to enhance energy literacy in the community.
