Frechness in the city

National project

The project proposed to introduce “coolroofing” in Senegal, which consists in painting the roofs with a white specialized reflective, durable and maintenance-free coating. The high electricity tariff (0.20 €/kWh) and the lack of insulation of the buildings, make freshness a luxury, a sign of wealth, but accessible only to those who are wealthy households, or to activities that can absorb the cost.

Cool Roof France is committed of providing access to the largest number to a liveable interior comfort. This project aimed to coat at least 5 typologies of public buildings for a total surface area between 15 – 20 000 sqm of roofs. These different types of buildings, fully instrumented, allowed to measure the technical economic opportunity of coolroofing, as well as the social and environmental co-benefits.

The activities developed with a budget between 100.000 and 1M€ included the following phases:

Preparatory phase - Coolroofing popularization missions. Selection of target buildings, programmation, steering committee, french company follow up club.

  • Phase 1 - Market study. Identification and segmentation of the potential beneficiaries of coolroofing, modalities of viability of this eco-activity, tests and adjustments of the formula of coolroofing to the Senegalese supports, identification of institutional financing to ensure the sustainability of the project.
  • Phase 2 - Design and local manufacturing of instrumentation sensors, design of a user interface, monitoring of sites and data via the user interface.
  • Phase 3 - Deployment production & transport, tooling, training of local painter, quality technical follow-up.
  • Phase 4 - Analyses ex-ante and ex-post user sociological surveys. Analysis of results by site every trimester, a technical-economic report and constitution of a monitoring committee in Senegal gathering stakeholders from the building sector.
  • Phase 5 - Communication / outreach. Inauguration of sites, national awareness workshop, participation in exhibition and conferences.

The project had several positive environmental impacts including the:

  • Improvement of the passive thermal comfort of buildings, quality of life and quality of work.
  • Reduction of the electricity bill (and therefore GHG emissions).
  • Reduction of the urban heat island (subject to sufficient concentration of treated sites).
  • Creation of new economic opportunities in eco-construction.


Some concrete key performance indicators (KPIs) of the project included:

  • Surface coated: 15.000 m².
  • Thermal confort: 50 interviews conducted before and after the application.
  • Reduction of electricity bill: 20%.
  • Creation of new economic opportunities: 10 painters trained to apply cool roof.
