We provide tailored technical assistance to local governments and organisations working closely with them to tackle the root causes of energy poverty, based on a structured and comprehensive approach. Our open calls for technical assistance enable us to support beneficiaries in designing and implementing effective, locally grounded work plans, while promoting innovation and collaboration across sectors and stakeholders.
Our first two calls, launched in 2022 and 2023, led to partnerships with around 85 local governments across Europe. A third call was launched in spring 2026. This call closed on Friday, 17 April, and applications are now under review by EPAH's evaluation team.
Building on these successes, we will launch additional calls before 2028, with a particular focus on severely affected communities facing structural barriers to adequate energy access, and on innovative local initiatives that can be tested, strengthened and scaled up to deliver lasting impact.
Applications opened on 16 February 2026 at 9:00 AM CET and closed on 17 April 2026 at 18:00 CEST.
Please consult the Questions & Answers document for practical guidance and clarifications.
THE APPPLICATION PERIOD IS NOW CLOSED.
