LEMON aimed at providing technical assistance to public and private entities for the preparation of tenders for the energy retrofitting of 622 social housing units in the provinces of Reggio Emilia and Parma. LEMON supplemented regional and national loans and incentives to improve the energy efficiency of the buildings and applytwo new contractual instrumentsto govern the relations between tenants and owners of the residences, the energy supplier and the ESCOs (Energy Service Companies) so as to ensure a return on investment within 15 years from the retrofitting. The initiative aimed to provide technical assistance to accelerate investment in the energy retrofitting of social housing units. It integrated different forms of funding available, including regional and national loans and incentives, and applied legal contracts to govern relations between local authorities, the buildings’ owners, tenants, ACER ( two social housing companies), ESCOs (energy service companies) and financing institutions to ensure a return on investment within 15 years from the retrofitting.
With a budget between 100,000 and 1M euros, LEMON did not address only those who plan, finance and implement retrofitting projects but also the tenants, who would live healthier, more comfortable homes. Through training and awareness campaigns, tenants were provided the instruments for understanding how to control and contain energy consumption and how to ensure proper management of their homes, often through simple everyday measures. The project had a direct impact on local population and created new contracts to balance the existing regulations which can limit the span of actions. It was also thought to have provided help to tenants, local authorities and to profit local companies.
The project started in 2016 and was completed in 2020.
