The Municipality of Modena, with support from the Voluntary Association Porta Aperta, aimed to comprehensively address energy poverty. The technical assistance has represented a unique opportunity for the city of Modena to start a more in-depth study on energy poverty and, in particular, on the potential creation of a local Energy Community (CER).
The objectives encompassed comprehending the extent of energy poverty in Modena, applying training through the ASSIST methodology, mapping local stakeholders and initiatives, conducting a neighborhood survey to establish an energy community, and analysing both social and technical aspects for community energy development.
Outcomes include developing a training roadmap aligned with ASSIST tools to establish an energy community. The technical asistance empowered participants through ASSIST training for TED, enhancing their competencies in addressing energy poverty and Community Energy Resilience (CER). A comprehensive feasibility plan for a renewable energy community was created, encompassing a report on projects, a financial and legal plan, an energy poverty diagnosis, and an action plan aligned with SECAP and local environmental strategies. Notably, a 5-year pact to combat energy poverty was signed, uniting key stakeholders.
