“Leverano is a mixed rural and urban town in Apulia Region where, according to OIPE data of 2021, the energy poverty index registered an increase of 5.5% compared to the national average. Leverano aims to reduce energy poverty and further decrease CO2 emissions by 55% by 2030 through its Sustainable Energy and Climate Action Plan (SECAP).
The strategic objectives were:
- to develop the SECAP actions including energy poverty mitigation actions
- to identify the vulnerable groups and proceed to design action to include them in the energy transition
- to identify a set of indicators to define and monitor energy poverty at local level.
The energy poverty analysis highlighted the influence of climatic factors, energy inefficiencies, and household economic vulnerability. To address this, the municipality must adopt an integrated approach, collaborating with local associations to raise awareness and promote sustainable energy practices. Providing practical tools, such as incentives for energy efficiency, energy community and better access to essential services, can help reduce energy consumption and related costs. Ongoing awareness campaigns and cooperation between municipal sectors, associations, and stakeholders are key to creating sustainable and equitable strategies.
