Policies and Measures
The VHHP - Victorian Healthy Homes Program delivered 1000 energy efficiency and thermal comfort upgrades to low-income householders with a social or health care need. It was designed as a randomised controlled trial, with homes upgraded either before winter (intervention group) or after winter (control group).
With a budget of over 1 million euros, the VHHP upgraded homes either before or after the winter period (June 22 - Sep 21) of each year. Final data collection and analysis were completed by December 2021. This was a good example of a project focusing on health benefits rather than solely on energy savings.
