First, a pilot weatherization programme was designed, the stakeholders network was created and funding was secured by an agreement between WWB (Weatherizers Without Borders) and CAF (Banco De Desarrollo de America Latina).  In a second phase, a pilot weatherization programme was implemented.

In more details, the activities developed include:

• First stage: sample energy audits were performed with a group of international experts.
• Second stage: a pilot program was designed, the stakeholders network was created and funding was secured by an agreement between WWB and CAF.
