Niepołomice, an urban-rural municipality with a population of 30,103, faces significant energy poverty, affecting at least 200 households. The town hall, through its Air Protection Department and eco-advisors, implements programmes and promotes energy efficiency, while also offering social support and addressing energy poverty challenges for incoming Ukrainian refugees.
The strategic objectives were:
- supporting the city with the assessment of baseline situation.
- supporting the city with skills development and capacity building.
- supporting the city with awareness raising.
- supporting the city with drafting the conditions for energy community creation.
Support was provided to the local government to effectively mobilise local stakeholders and build capacity through training and awareness campaigns. The comprehensive approach, including practical guidelines and strategic communication, empowered residents and promoted energysaving practices and the benefits of energy cooperatives. Niepołomice's involvement in replication projects further demonstrated commitment. Key outcomes include the establishment of a campaign targeting energy-vulnerable residents, the organisation of stakeholder workshop, and the creation of baseline for pilot project for an energy cooperative in a multifamily building.
