The assistance focused on diagnosing energy poverty across the city. It involved both qualitative and quantitative analyses to propose a roadmap of actions for addressing energy poverty.
The primary objective was to gather and analyse data on household energy consumption and thermal comfort to identify the most vulnerable populations. The project also sought to define relevant indicators for measuring energy poverty and to propose a comprehensive roadmap for the municipality. This roadmap aimed to inform local policy and provide actionable steps to mitigate energy poverty.
Activities included defining energy poverty indicators, collecting primary and secondary data, and conducting interviews with stakeholders and residents. A comprehensive energy poverty diagnosis was produced, and a roadmap with 15 specific actions was created. The diagnosis revealed that 7.3% to 16.9% of households face energy poverty, especially in older, inefficient housing in specific neighbourhoods.
