To understand and address energy poverty at the municipal level, Habitat for Humanity Hungary (HfHH) prepared a diagnosis for the Municipality of Sátoraljaújhely, alongside similar efforts in other municipalities, aiming to help decision-makers identify and quantify affected groups, assess the extent of energy poverty, and outline intervention options for policy planning.
The primary objective was to develop a comprehensive diagnosis of energy poverty identifying and quantifying vulnerable groups while providing policy recommendations for future interventions.
Key activities included data collection and analysis from external sources and municipal databases, the development of a questionnaire for local residents, conducting site visits to assess the state of residential buildings, using Google Street View for areas not accessible during field visits, and in-depth online interviews with municipal officials to understand housing issues and support strategies. Additionally, stakeholder mapping, hosting a thematic forum to discuss energy poverty was held. Cases of hidden energy poverty through behavioural indicators have been found.
