Tulcea - EPAH Technical Assistance

Tulcea embarked on the technical assistance to address energy poverty by developing a structured and scientific approach to improve energy efficiency and raise awareness among residents. The focus was to diagnose energy poverty, build capacity for municipal staff, and identify strategies for sustainable solutions, with the goal of integrating findings into the Sustainable Energy & Climate Action Plan (SECAP).

The overall objective of the technical assistance was to provide a scientific and objective approach of energy poverty, in order to identify the necessary measures to improve energy efficiency and raise population awareness on this subject, as well as to facilitate obtaining a clear image of energy poverty levels towards reducing the energy vulnerability and poverty.

The assistance aimed to understand local energy poverty specifics through improved data collection and recommendations. Initial activities included an introductory meeting and desk research. Key activities included setting up a data collection tool and producing a diagnostic report with recommendations. The report highlighted the role of district heating in mitigating energy poverty and provided insights for tailored local solutions. Future efforts should focus on enhancing local data integration and stakeholder collaboration.
