The City of Zamość, in collaboration with the Polish Network Energie-Cités (PNEC), developed a technical assistance to assess and analyse energy poverty in the region and develop a local strategy to mitigate its effects.
The technical assistance aimed to help the city assess current conditions, identify data gaps, and develop a methodological approach for collecting this missing data. Moreover, the project focused on analysing data, suggesting local solutions based on successful practices, and integrating the issue of energy poverty into local strategic planning.
The team conducted a baseline assessment covering population characteristics, energy sources, and the profile of those at risk of energy poverty. Workshops led to a methodology for diagnosing energy poverty and a detailed campaign plan. A leaflet for distribution in the city was prepared, along with a mobile app section on energy-saving tips. A three-phase roadmap that guides actions against energy poverty was finalised. Additionally, 2 workshops were developed to bring awareness on the topics of diagnosis and funding opportunities.
