Penalties for poorly isolated roofs (Vlaamse dakisolatienorm - Strafpunten voor onvoldoende geisoleerde daken)

Policies and Measures

Flanders introduced a minimum standard for roof insulations. Roofs can either be inspected by a technical housing quality researcher or determined through the EPC score of the home. Since 2020, the awarded penalty points increased to 15 (see flemish building code) and results in a declaration of unsuitability by the mayor, forcing the owner to carry out the necessary works to make the building compliant. Tenants can report poor roofing resulting in the landlord having to fix insulation. Investment from owners instead of public funding.
