ASSUMMER

Actor-grounded Coordination Structures for SUMMER Energy Poverty

ASSUMMER addresses the challenge of summer energy poverty, still largely absent from European agendas despite its growing impact from climate change and heatwaves. Vulnerable households face acute health and social risks, compounded by poor housing conditions, urban heat islands, and the lack of passive cooling. National Energy Poverty Observatories provide essential data and policy guidance, but, being policy-oriented, cannot by themselves ensure that local actors translate strategies into concrete action or that national policies reflect local needs and barriers. ASSUMMER complements them by establishing operational, multi-actor Summer Energy Poverty National Coordination Structures (SEP-NCS) that bridge policy and implementation.

In each of the seven Euro-Med countries, one Coordination Structure will be created and will:

  • Run structured governance processes through Sync and Pulse meetings, seasonal evaluations, policy-to-practice events, and a Mediterranean Coordination Board to ensure sustainability and replication;
  • Strengthen local capacity with mentorship and peer-to-peer exchanges, directly engaging social, technical, health, and institutional actors;
  • Co-create and deploy practical resources via the ASSUMMER-EP Toolkit, combining training and tools across social, building, urban, and health dimensions;
  • Support evidence-based policymaking with national policy briefs, EU-level dialogues, and systematic integration with National Observatories. By embedding these outcomes in permanent Coordination Structures, ASSUMMER ensures that tools, knowledge, and practices move beyond isolated pilots to become systemic resources.

Replication will be further supported by the Mediterranean Coordination Board and, subsequently, a European Coordination Board, together with a dedicated sustainability plan, and aligned with LIFE KPIs (e.g., households reached, energy savings, CO2 reductions, and triggered investments).
